In 1996 after years in the real estate development industry Jack Auriema Sr. realized the need for a services company that specifically focused on the demanding needs of the up and coming and fast paced telecommunication industry. Westchester Services, L.L.C. was born in suburban Chicago and serviced the Midwest region for many years and as the industry expanded so has Westchester Services, L.L.C., growing from a small 7-person regional provider to a national multi-discipline company provided full turn key architectural and engineering services from site selection through construction management.
Currently Westchester Services, L.L.C. provides services for:
- All major wireless carriers for macro, small cell, and modification projects.

Our Leadership Team
Jack Auriema is the Managing Member of Westchester Services L.L.C. As the Managing Member of the company, Mr. Auriema is responsible for all day to day operations. Westchester Services provides Site Acquisition, Architecture and Engineering, Compliance, Construction Management services to the telecommunications and satellite communications industries.
Mr. Auriema has had a successful career in real estate, building and telecommunications industries. Mr. Auriema was involved in real estate development in New Jersey. He is a licensed real estate broker in the states of Illinois and New Jersey. Mr. Auriema solely formed Auriema Associates to develop inner city projects specifically in Hoboken and Jersey City, NJ with offices located in Jersey City, NJ. Eventually relocating to Basking Ridge, NJ, he continued to develop projects in western NJ and eastern PA. Mr. Auriema sat on the Planning Board in Jersey City, NJ. Also, he was an active member in the National Home Builders Association.
Prior to starting Auriema Associates he worked at Garibaldi Realty Corp. located in NJ as a real estate broker in relocating major corporations around the country as well as interfacing with financial institutions. Mr. Auriema was an active member in the Society of Industrial and Office Realtors
Mr. Auriema attended the University of Arizona and received a BS degree in Area Development.
Alberto Arroyo is responsible for Business Development. Alberto is a field proven professional that has over 20 years of experience and knowledge in project management, program management, tower management and site development. The techniques and skills Alberto has learned have been essential in successfully managing customer problems, developing rapport, organizing, meeting goals, and managing groups. Alberto believes that there are no limits at WSLLC and being a part of something with so much potential is amazingly exciting to Alberto. Alberto sees many opportunities for our team and our clients.
Alberto is not afraid of stepping outside his comfort zone and learning new things. Alberto has a curiosity to travel. Alberto enjoys reading, exercising, and listening to music. Alberto’s greatest interest is spending time with his family.
John Banks has been actively involved in the wireless industry since 1998. John has worked with all the major carriers, tower manufacturers, build to suit companies, radio/equipment manufacturers, etc. As an associate, he coordinates the day to day architectural and engineering, structural, surveying, site evaluations, environmental, etc. processes to obtain building permits for the construction for the wireless infrastructure.
John has worked for firms where his responsibilities included client and contractor negotiations, bidding, permitting and general contracting for data centers, office, retail, and residential projects.
Mr. Banks is a registered Architect and received a Bachelor of Architecture degree from the Illinois Institute of Technology in Chicago.
Philip Koziol is an associate of Westchester Services LLC and is responsible for overseeing or performing all structural engineering tasks. His experience as an engineer since 2008 in the telecommunications industry gives him valuable insight in performing structural analyses and designing reinforcements.
Philip attended Marquette University and received a BS degree in Civil Engineering.
Philip is currently licensed as a Professional Engineer.
Tom Holt is responsible for analysis, design, and modification of structural telecom sites. He is also responsible for creating and maintaining mathematical templates and routines for analyzing sites. These routines are across multiple softwares and are constantly kept up to date with the latest code changes, reviewer requests, and project scopes. These automation and sophistication improvements greatly help accuracy and efficiency in the production of analysis reports for a variety of clients and municipalities.
Tom Holt received his BS in Civil and Architectural Engineering from Illinois Institute of Technology. Tom is currently licensed as a Professional Engineer.
Jaime Koch is the Senior Project Manager with Westchester Services L.L.C. Jaime joined Westchester early 2000 after graduating ITT Technical Institute with an Associate’s Degree in Computer-Aided Drafting/Design. He began his career as a CAD Designer and through the years evolved into Project Management.
As the Senior Project Manager, Jaime coordinates with Westchester’s Project Managers, CAD Designers, Architect, Engineers, and other vendors to complete wireless telecommunications projects within client specified time frames and cost parameters.
Jaime has recently taken up Pyrography and enjoys riding his Harley Davidson motorcycle.
Richard Altepeter is a Project Manager with Westchester Services L.L.C. As a Project Manager, Richard is responsible for overseeing drafters, project timelines, and quality control. Richard has managed projects for New Site Builds, Equipment Upgrades, and Fiber Upgrades across the country. Richard started with Westchester Services L.L.C. in 2010 as an AutoCAD drafter after graduating from ITT-Technical Institute with an Applied Science Degree in Computer Drafting and Design. With the skills Richard learned working under Jaime Koch (Senior Project Manager) and John Banks, R.A., Richard was promoted to Project Manager.
Richard Altepeter enjoys developing professionally and coming up with creative solutions to problems. In his free time he enjoys board games, camping, and spending time with friends and family.
Matt Connolly is a Project Manager and Business Development Manager at Westchester Services L.L.C. Matt is responsible for managing projects for Carrier New Builds, Modifications/Upgrades, and Small Cell across the country. Matt has been with Westchester Services L.L.C. since 2011, starting as an AutoCAD drafter after graduating from ITT-Technical Institute with an Associate of Applied Science Degree in Computer Drafting and Design. Promoted to project manager under the mentorship of Richard Altepeter, Mgr., and Jaime Koch, Sr. Mgr., as well as John Banks, R.A., Mr. Connolly currently mentors and teaches AutoCAD drafters on the ins and outs of completing New Builds, MODS, and Small Cell projects.
Matt Connolly enjoys assisting the team and helping everyone grow and learn new technologies/designs. Outside of the office life, Matt also enjoys completing DYI construction projects, dabbling in music, and raising his children. You can often find Matt shooting firearms at the range with friends if he’s not completing the “honey-do” list around the house.
Silvia Herrera is a Project Manager at Westchester Services, L.L.C. She has worked on projects including Small Cell, MIMO, etc. and has done extensive work on projects in multiple markets including the New York region. Silvia is well versed in projects involving all the major carriers due to the valuable knowledge she gained by assisting several Project Managers. Silvia started with Westchester Services as a drafter and is instrumental in training new drafters regarding our projects and procedures. Silvia earned an Associate of Applied Science Degree in Computer Drafting and Design, graduating with honors.
Silvia enjoys spending time with her family and assisting with school projects and after school activities. She enjoys reading and plans on reading 35 books by the end of the year. She also enjoys photography, taking photos of family, nature, and architecture.
Ryan Madsen is a Senior Manager of OSP and Special Projects with Westchester Services, L.L.C. Ryan is responsible for managing our OSP fiber projects, as well as several New Site Build projects. Starting his career in 2005 as a Land Survey technician and Civil drafter in Woodstock, IL, he moved to telecommunications with W-T Communications Group in 2009 as a drafter. He quickly learned the industry and soon because a project manager, and eventually a Sr. Project Manager managing several large projects generating more than $7M in revenue.
Ryan takes pride in learning and adapting to new technologies and projects that come about and is always looking out for more opportunities. In his free time, he likes to spend time with his wife and 3 kids, as well as complete DIY projects around the house. Hobbies include woodworking, Audio/Visual and IT Network design and installation, building computers, gaming, camping, and taking every opportunity to get out and ride his motorcycle.
Jacqueline McLachlan is a Project Manager responsible for coordinating Fiber and Power coordination. Jacqueline is instrumental in coordinating our field crews and managing site walks. Jacqueline began her career at Westchester as a drafter and gained valuable experience by assisting multiple Project Managers with administrative duties such as reviewing drawings, data entry, researching project information as well as designing.
Jacqueline enjoys challenging herself and developing professionally. On a personal level, she loves cooking and baking for family and friends. She also loves being outdoors, playing ball or camping with her family, but doesn't mind spending time indoors to enjoy a good book or sketching.
Silvia Todorova joined Westchester Services L.L.C. in 2020 as a Project Manager. Through her years in the telecommunication industry, Siyka has worked with all major telecommunication carriers in the country on every variety of telecommunication towers /structures. Responsible for managing NSB/Rawland, Colocations, Technology Upgrades/Modifications projects in the wireless industry. In collaboration with designers and structural engineers, Siyka focuses on providing innovative solutions, responsive client service, and commitment to quality and excellence.
Siyka earned a master’s degree in mechanical engineering.
Outside the office, Siyka likes spending time outdoors and travelling. Her motto in life is “The best dreams happen when you are awake”.
